Micame: Stores sell fake auto parts By Rel P. Micame
FAKE PARTS. This corner received an e-mail yesterday from Mel Lopez of Cebu City. In his mail, Lopez disclosed that some business establishments in the city sell fake automotive parts that are passed off to innocent buyers as genuine. He is asking whether the City Council has included commercial establishments or dealers of fake auto parts as among those who will be penalized under the city’s ordinance on counterfeit merchandise.
SRP PATENTS. Talisay City Hall should verify whether the special patents issued by the Department of Environment and Natural Resources (DENR) for the seven lots at the South Reclamation Project (SRP) include the area encroached by Cebu City. Environment Secretary Michael Defensor had made it known that he will not issue the titles without an approved survey. I’m sure the seven lots are covered by an approved survey. Cebu City obtained the approved survey because it was able to secure a certification that the seven SRP lots have no boundary conflict with Talisay City.
TALISAY’S CLAIM. Rep. Eduardo R. Gullas (1st district) said they will pursue their claim over the 53.44 hectares at the SRP. Their claim is being strengthened by private claimants who are paying real estate taxes to the Talisay City Government.
SOLE AGENCY. Why are there two agencies handling the classification of vessels? This was the question raised by the Visayan Association of Ferryboat and Coastwise Service Operators (VAFCSO).
VAFCSO president Jeffrey Solon criticized the system of having two agencies- Philippine Classification Register Inc. and the Ocean Register of Shipping Inc.-handling vessel classification. He said the setup is vulnerable to corruption by the shipowners.
Solon urged the Maritime Industry Authority (Marina) to work for a solo classification agency, which it can supervise.
Joselito de Guia, vice president and chief operating officer of Ocean Register, and lawyer Manuel Monzon, president of the Philippine Classification Register, were present when Solon made the statement during a press conference last week.
Under Republic Act 9295 or Domestic Shipping Act, vessel classification is mandatory.
“We certify to the seaworthiness and soundness of domestic vessels,” Monzon said. The classification society surveys ships and identifies standards, with criteria patterned after the Code of International Maritime Organization. Without classification, a vessel cannot be granted operational permit by Marina, de Guia said.
“But why are there two classification agencies? If there are too many societies to classify vessels, the enforcement of standards might suffer,” VAFCSO retorted.
AMENDMENT. Since Cebu is the home port of many vessels in the country, Cebuano legislators should take the initiative of amending RA 9295, mandating the creation of one classification agency, to be supervised by Marina. The amendment should contain ways and means and a system of check and balance to ensure an honest-to-goodness classification of vessels.
INFO DRIVE. The Consolacion Rotarians will be in Barangay Jugan this Sunday, Oct. 2, to continue the dengue information drive. A team of medical practitioners from the Cebu Institute of Medicine, headed by Dr. Clarissa Mae Derecho, daughter of Rotarian Lito and Ann Remy, will be at the barangay health center to conduct lectures starting at 9 a.m. The medical team will be assisted by the nurses and staff of the Consolacion Municipal Health Office.
Club president Yuri Barrameda and dengue information project chairmen Mel Agbay and Lito Derecho urged Jugan barangay officials and residents to attend the lectures.
