Cebu City seeks contractors for Ramos market project
Cebu City Hall is inviting contractors to join the bidding next Friday for the construction of the second phase of the F. Ramos Public Market.
The local bids and awards committee (BAC) will receive and open bids on Oct. 7 for the P21-million project, which involves the second floor of the new public market built by WT Construction in 2003.
Bidders must be registered with and classified by the Philippine Contractors’ Accreditation Board.
The City Government still has to occupy the P30-million building, which was completed two years ago, but has yet to be turned over to the City because of project variations.
Mayor Tomas Osmeña wanted a separate bidding for the construction of the second level.
The second phase will house the offices of the Commission on Elections (Comelec), the Department of Interior and Local Government (DILG) and City Hall’s Department of Manpower Development and Placement (DMDP).
Comelec
For now, Comelec is renting two offices in the WDC Building on Osmeña Blvd. DMDP is also renting a building on D. Jakosalem St. and the DILG-City is renting an office on Osmeña Blvd.
In the last seven years, over 200 legal stallholders of the old public market have been selling in temporary street stalls, after the Manila-based R2 Builders demolished the pre-war building in February 1998.
According to a published invitation, the BAC will issue to prospective bidders eligibility forms at the City Planning and Development Office conference room, on the third floor of City Hall’s old building.
But first, they must submit their letters of intent and pay a non-refundable fee of P2,000 to the City’s Cash Division.
Qualified bidders will get their bidding documents once declared by the BAC and upon payment of a non-refundable bidder’s bond of P30,000.
The City Government cannot compensate bidders for any expenses in the preparation of their bids.
Mayor Osmeña has announced that the City will prioritize long-time, legitimate stallholders once the new building is ready, as long as they are Cebu City residents and have no unpaid rentals.
Requirements
He alluded to the requirements he set for vendors at the Pasil Fish Market and the Carbon Public Market, following his row with Rep. Eduardo Gullas, former mayor of Talisay City.
Because of his conflict with Gullas, who had claimed ownership of a 53-hectare portion of the South Reclamation Project, Osmeña had shooed away fish vendors from Talisay City who used to sell in the public markets in Cebu City. (GAC)
