Frustrated murder case expected today v. gunman
THE gunman in the shooting that injured a member of Alpha Kappa Rho (Akrho) is not a member of the rival fraternity Tau Gamma Phi.
A Tau Gamma council alumnus, who spoke on condition of anonymity, told Sun.Star Cebu yesterday that immediately after learning about the incident, they initiated an investigation that included identifying Arturo Quitoy’s chapter affiliation.
Quitoy, 20, was arrested by the security guards of Ayala Center Cebu mall and was turned over to investigators of the Homicide Section, after allegedly shooting Akrho member Rolando Conde at 7:20 p.m. last Saturday.
Conde, 21, survived a gunshot wound in the right shoulder. Quitoy was still clutching a Black Widow .22 Magnum revolver he allegedly used in the attack when caught by security guards Jaime Sodaria and Rochel Indig.
An initial report of the Homicide Section said that Quitoy is a Tau Gamma member.
But after an investigation by the Tau Gamma’s council of elders, the fraternity spokesperson said, they learned that Quitoy does not belong to any of the chapters or councils in Cebu.
“He is not a member as far as the organization is concerned. We have conducted a survey in all the councils from north to south, he does not belong to any of the councils,” the spokesperson said.
He explained that there are 10 councils in Cebu, with their respective chapters.
The Homicide Section headed by Insp. Mario Monilar is expected to file a frustrated murder case against Quitoy today. Quitoy was made to undergo a paraffin test yesterday to determine if he had fired a gun.
The revolver was also submitted to the PNP 7 Crime Laboratory for ballistics examination.
Akrho regional chairman Richard Buscaino, in a separate interview, assured there will be no retaliation from their side in relation with last Saturday’s shooting.
Buscaino said he has already sent out an advisory to all the members through the chapter leaders, for them to stay calm and not retaliate.
“We feel sorry for our brother who was injured in the shooting but there will be no retaliation. We will file a case against the suspect and let the court decide his fate,” Buscaino said.
Buscaino, however, appealed to the police to dig deeper into the real motives behind the shooting, whether it was provoked by a personal grudge and not fraternity-related.
The shooting happened while police and local officials tried to work on an agreement to end hostilities between the two fraternities. (See separate story)
Akrho and Tau Gamma said they are generally amenable to the conditions set during the meeting last Saturday with Cebu Provincial Police Director Vicente Loot.
Although a manifesto is still being drafted, Tau Gamma and Akrho vowed to coordinate with the police in the investigation of any member who would figure in any incident.
