Committee seeks exemption for poor

The poor should be exempted from the proposed filing and certification fees for complaints lodged before the barangays, according to the Cebu City Council committee on barangay affairs.

Councilor Edgardo Labella proposed last week to standardize the filing fee at P20 and the certification fee at P50, as stated by the Local Government Code.

But in a report, the committee said that the poor might not be able to pay the fees.

“In the interest of social justice, it is deemed appropriate that the proposed ordinance provide exemptions for those who have no money or property sufficient and available for food, shelter and basic necessities,” the committee said.

Labella came up with the proposal after learning from the City’s Liga nga mga Lupong Tagapamayapa that more than half of its 80 barangays are collecting fees on complaints.

Standardizing the amount to be collected, as well as the money’s use, will enhance Katarungang Pambarangay activities, he said.

Proceeds will be deposited in a special fund that will be used to fund the lupon’s activities.

Conciliation efforts in the barangays help unclog cases in the regular courts. (RHM)
