6 local contractors join bidding

Six local contractors have joined the bidding for the second floor of the F. Ramos public market but the bids and awards committee (BAC) still has to award the contract to a winning bidder.

Acting General Services Officer Ester Cubero, chairperson for the procurement of infrastructure projects, said they are still waiting for the evaluation report of the BAC technical working group.

Cubero said RM Mondares Construction quoted the lowest price for the P21-million project. WT Construction, which built the first phase of the public market, WTG Construction, Dakay Construction and Development Corp., and two others submitted their bids last Oct. 7.

Councilor Gabriel Leyson heads the technical working group and BAC cannot pass an awards resolution until the group recommends the winning bidder (or the “lowest calculated responsive bidder”).

“We can never bypass Councilor Leyson’s recommendations because his group is responsible for reviewing the technical proposals and see if the bidder met the technical specifications and if these are balanced with the financial proposals,” she told Sun.Star Cebu yesterday.

The technical working group is expected to conduct a post evaluation seven days after the bidding and submit this to the BAC for final deliberation.

WT Construction completed the first phase of the public market in 2003 yet, but the City still has to use the facility because Mayor Tomas Osmeña wanted a separate bidding for the second level.

The second phase will house the local offices of the Commission on Elections, the Department of Interior and Local Government and the City’s Department of Manpower Development and Placement.

Comelec is renting two offices in the WDC Bldg. on Osmeña Blvd., DMDP is renting a building on D. Jakosalem St. and the DILG-Cebu City is renting office space on Osmeña Blvd.

Over 200 legal stallholders of the old public market have been selling in makeshift stalls on the street after the Manila-based R2 Builders demolished the pre-war building in February 1998. (GAC)
