3 men face raps for shipping yakal sans documents

The Provincial Special Operations Group (PSOG) filed a case against three men allegedly caught transporting yakal lumber without permits last Thursday.

Roger Abapo, 32, a laborer from Barangay San Roque, Talisay City, and Raul Perino, 36, a driver, and Bryan Llaban, 25, a conductor, both from Barangay Quiot, Cebu City were charged before the Talisay City Prosecutor’s Office, the PSOG reported.

They stand accused of violating Presidential Decree 705 or the Revised Forestry Code.

The three, with the help of lawyer Dakila Barcenas, signed a waiver to remain under police custody. They are now temporarily detained at the Minglanilla Police Station.

No papers

They were on board a passenger jeepney when police intercepted them in Barangay San Roque, Talisay City at 5:45 a.m. Thursday.

They failed to present documents, except a special private land timber permit issued to Maria Alimboyong of Calatngan, San Miguel, Surigao del Sur.

The permit was dated Sept. 12. It authorized them to cut trees.

But they needed a separate permit from the Department of Environment and Natural Resources to allow them to transport the lumber from Surigao.

PSOG head Juanito Enguerra also noted the permit was the same document showed to them when they intercepted a shipment of illegal lumber last Oct. 22 in Liloan, Cebu.

Perino had pointed to a certain Noel Abay as the one who hired them to transport the lumber and bring it to an undisclosed place in Cebu City.

According to the PSOG report, the three were transporting 28 pieces of different sizes of yakal lumber, estimated to be more than 371 board feet, with a street value of P50,000. (CYR)
