11 policemen to be charged with extortion
Eleven Cebu City policemen will soon be charged with criminal and administrative complaints after several individuals accused them of extortion.
The Cebu City Police Office’s problem on personnel shortage may worsen since Mayor Tomas Osmeña is also asking for the relief of 38 policemen, who refuse to undergo firearms proficiency training.
All 49 policemen will lose their monthly incentive of P1,000 from the City Government effective immediately, including their allowance for the month of October.

No police official was included in both reports submitted to the mayor.
Aside from canceling their allowance, the mayor also asked the 38 policemen to return their City Hall-issued firearms. He also wants the Police Regional Office (PRO) 7 to transfer them outside Cebu City.
The mayor will also ask to present the policemen before the People’s Law Enforcement Board for suspension.
But the 11 policemen will face stiffer penalties if the allegations of extortion against them are proven true.
“We terminated their allowances. I instructed the city fiscal to be there during the taking of their affidavits and we will spend half a million to prosecute them,” said the mayor.
“I’m not asking for their transfer, I’m asking for their conviction,” an irate Osmeña said.
The mayor said that based on the report he got from the Regional Intelligence and Investigation Division, there were no evidence gathered against high-ranking police officials since they were not in the forefront of the alleged extortion.
The 11 policemen from San Nicolas and Carbon police stations are all non-commissioned personnel, whose rank range from police officer 1 to senior police officer 2.
Absent
As for the 38 policemen who did not attend the firearms proficiency training from Oct. 17 to 21, Osmeña said he will ask the PRO 7 to replace them so as not to sacrifice police operations in the city.
Ten other policemen failed to attend the training but have already justified their absence, including SPO1 Adonis Dumpit, who is on leave.
Fifteen others failed the firearms proficiency test but they will be evaluated again and will be given another chance, Osmeña said. (LCR )
