The prohibited acts are contained in Ordinance 14 of the Hong Kong Police Force, which covers all airlines serving the Hong Kong International Airport.
Prohibited
The acts include: violence, threats and destruction of property against passengers and crew of the flight; willfully obstructing a member of the crew in the performance of duties; failing to comply with instructions for safety precaution and the maintenance of discipline onboard; behaving in a disorderly manner.
Also prohibited are: tampering or interfering with any component, equipment or system installed at the aircraft; drunkenness and jeopardizing the safety of other persons and property and good order onboard; smoking in the aircraft; and operating any electronic device in violation of instructions.
The flight crew is required to report any violation of the ordinance to the Hong Kong Police Force.
