SpeakOut: For ‘Sugbo Pun-an’

I AM one of the many lungsoranons who are against “Sugbuak” but are for “Sugbo Pun-an.”

With new provinces, basic and important needs of the rural areas where poverty is still prevalent will be given attention. These new local governments, for example, can develop and improve tourist spots and create new job opportunities.

Note that under the present Provincial Government the delivery of social services like health, education and livelihood seldom or never reach the rural barangays.

The province of Cebu is too big to govern in terms of land area. Riding a car, it takes hours of tedious travel to be able to reach the far north, south or southwestern side. Town officials thus complain of the difficulty of meeting the governor. How much more ordinary citizens who travel by bus?

Consider this scenario: You arrive at the Capitol haggard and tired, but the governor’s secretary sets your appointment with the governor for the next day. But the next day an unscheduled VIP arrives, consuming the governor’s time.

Meanwhile, provincial officials rarely visit the towns, except during political campaigns, fiestas, weddings, baptisms, or the death of an important political leader.

We don’t want “Sugbo Buakon.” We want “Sugbo Pun-an.” With Cebu del Sur, Cebu del Norte and Cebu Oriental added to the old province, the entire island will become progressive.
