Barangays told to submit investment plans this week
CEBU City’s 80 barangays have until next Thursday to submit their annual investment plans (AIPs) for next year, to avoid duplication and make sure their wish lists are included in the City’s final AIP.
Councilor Jocelyn Pesquera said the City Development Council (CDC) is already starting to formulate its AIP so the barangays should submit theirs now.
The CDC identifies which projects to prioritize and from where funding should be taken.
Barangays should submit their AIPs so City-funded projects they initiated will be included in the City’s AIP, Pesquera said.
AIPs serve as supporting documents in listing the City’s priorities.
Section 114 of the Local Government Code provides that “policies, programs and projects proposed by the local development councils shall be submitted to the Sanggunian concerned for appropriate action.”
“One of the reasons for having the plans and programs of the barangay is that these can be integrated in the development plans of the city; also, to avoid duplication of projects,” the council said in a resolution.
In a separate interview, Association of Barangay Councils (ABC) president Eugenio Faelnar said the barangays will be able to comply with the council’s order.
“They don’t need to be reminded because village chiefs should come up with projects, otherwise they will have some difficulty come election time,” he said.
Barangay elections are scheduled in 2007.
As of last Friday, Pesquera said the committee on budget and finance has yet to receive a single copy of a barangay AIP.
However, she is confident the barangays will beat the deadline the City Council gave, because of an ongoing search for Cebu City’s outstanding barangay development council.
The competition, initiated by the nongovernment organization Fellowship for Organizing Endeavors, the City Government and the Department of Interior and Local Government, was designed to discover the barangay that practices participatory governance.
Six barangays were listed as finalists. The winner will be feted during the City’s Charter Day celebration on Feb. 24 next year. (RHM)
