Cebu-based doc picked as NBI’s best employee

The countless hours spent examining cold bodies of evidence have paid off for Rene Enriquez Cam, MD.

The National Bureau of Investigation (NBI) 7 medico-legal officer bested all staff members from all of the bureau’s field offices nationwide and was adjudged employee of the year.

He is not alone.

The NBI 7 ranks second in the accomplishment ratings of regional commands nationwide, for handling a total of 329 cases for the third quarter of 2005 alone. Of this, 123 are under prosecution and 206 were terminated.

Four agents and four more investigators of the NBI 7 also made it to the list of the bureau’s distinguished performers for 2005.

Agent Greg Algoso Jr., Special Agent Jose Ermie Monsanto, Agent Reynaldo Villordon and Special Agent Rennan Augustus Oliva were at number five, eight, 12 and 14 in the list of 32 top performing agents nationwide.

Arnel Pura, Jedida Hife and Gregorio Tomagan Jr., meanwhile, ranked fourth, 10th and 11th in the list of 56 top performing special investigators.

With the money being made in the private practice of medicine, those not content can study to become nurses and seek work abroad for even more income.

The few who choose to stay in government already deserve distinction.

But Cam did more than just stay in government. He practically turned his back on conventional medical practice by becoming a medico-legal officer.

“My expertise is needed here. Besides, there are very few doctors interested in forensic medicine. Our job is messy, especially during exhumations, but somebody has got to do it so that justice will be served,” he said.

“I really wanted to become a surgeon so I could help people. I applied for residency but during that time, there were no vacancies. When I learned that the bureau was accepting doctors for its forensic program, I applied and got accepted. I didn’t become a surgeon like I hoped but I still get to serve the public,” he added.

Cam joined the NBI in November 1997.

He got his training at the NBI Academy in Manila and was assigned to Central Visayas in 1998.

He was in private practice before he joined NBI.

Cam obtained his medical degree from the RTR Medical Foundation College of Medicine, an affiliate of the Makati Medical Center, in Tacloban City, Leyte.

His pre-medical degree—Bachelor of Science in Biology—came from the Divine Word University, also in Tacloban.

Trained in death investigations, autopsy, osteology and other forensic studies and DNA analysis, he also teaches at the University of Cebu College of Criminology, the University of Southern Philippines College of Law and the Cebu Doctors’ University College of Medicine.

He performed the autopsy on Regional Trial Court Judge Martin Ocampo and ruled Ocampo’s death in October 1999 a suicide.

Cam also handled the forensic side of the bureau’s investigation on the ambush and killing of customs deputy collector Eduardo Lao and examiner Bennet Soreño last July 24, 2003.
