Warehouse section posts over P26M in revenue surplus
Even if the Bureau of Customs (BOC) fell short of its target collections for 2005, a division under the agency still managed to post a P26.4-million revenue surplus.
Collector Paul Alcazaren, chief of the Customs Bonded Warehouse Division (CBWD), said he was also able to help the government cut cost since he maintains only 15 personnel at the CBWD, a non-revenue generating office.

Alcazaren said an office is considered non-revenue generating if it does not collect customs duties and taxes.
The CBWD oversees and supervises the operations of 46 warehouses, 35 of which are for manufacturing firms that import raw materials for furniture and carrageenan, among others. Four other warehouses are classified as “public,” where tax-free imported goods can be stored.
Alcazaren said that since he took over in 2003, the CBWD has also been consistent in increasing its revenue collections from warehousing and supervision fees, and from penalties.
In 2003, the CBWD collected P135.8 million, P162.9 million in 2004 and P189.3 million in 2005.
The BOC-Port of Mactan under Collector Ernesto Urbano also exceeded its actual collections as against its target in 2005.
Epimaco Mangubat, chief of assessment, said that in December 2005 alone, Port of Mactan collected P32.5 million, as against their P22.2 million target for the month.
Mangubat said teamwork, vigilance and computation of correct duties and taxes are among the factors that increased revenue collections.
Meanwhile, Alcazaren said that as support for the program of District Collector Ma. Lourdes Mangaoang and Finance Secretary Margarito Teves for 2006, he hopes he will be given the hand to personally choose the people he will be working with.
“I hope I will be consulted by higher authorities before assigning personnel to my office. I know those who are lazy and those who work hard,” Alcazaren said. (EOB)
