PB needs to approve contract for design of CICC by Monday
The Provincial Board (PB) must approve the design contract for the Cebu International Convention Center (CICC) by Monday so that the Capitol will be on time with its schedule for the construction of the center.
By April 3, the detailed design for the foundation, shell, interiors and amenities of the convention center must be finalized.
Capitol has advertised its invitation to bid for the project, which will be undertaken from the last week of February until end of November.
Award
The CICC must be ready by December for the Association of Southeast Asian Nations (Asean) summit that will gather heads of state from the 10-member countries as well as those from seven other world leaders.
On Feb. 28, Capitol will be giving the notice of award to the winning bidder for the contractor of the substructure or foundation of the CICC.
On April 28, Capitol will again invite bidders for the superstructure or shell of the center. The notice of award for the winning bidder will be given on May 25.
The winning bidder has until Nov. 6 to finish the superstructure and the interiors must be installed between August and October.
The original spinning disc design for a multi-use center will be kept but by December, only the convention center will be useable.
The rest of the amenities such as bleachers and center court will follow.
Except for the contract of architect Alexus Medalla, the governor might not submit the other contracts of the CICC to the PB.
This is because Medalla’s contract was already submitted to the board before the approval of the new procurement act.
Gov. Gwendolyn Garcia has entered into contracts before without the approval of the board because the appropriation for such contracts is already in the annual budget.
Her stand is that the approval of the budget serves as the authority of the PB for the contracts, and this is provided in the new procurement act.
But for the PB, the contracts must pass their scrutiny even though the funds are already in the annual budget.
The conflict has been brought to court where it remains pending.

For PB Member Victor Maambong, “the end result is it (contract) will be approved.”
“She has sufficient allies now because the majority of the board has been redefined,” Maambong said in a telephone interview.
Maambong supports Vice Gov. Gregorio Sanchez Jr.’s stand that the contract be coursed through the PB for public interest, transparency and accountability. (MBG)
