City’s cops report performance today

THE confiscation of almost three kilos of shabu and filing of 712 cases against suspected drug peddlers top the accomplishments made by the Cebu City Police Office (CCPO) in 2005.

A big chunk of the shabu confiscated—about one kilogram—and at least 97.44 more grams were confiscated by operatives of the Vice Control Section in a buy-bust last Jan. 4 in Barangay Lorega.

The operation led to the arrest of SPO4 Efren Quijano, an operative of the Regional Intelligence Office (RIO) 7, and his four other alleged cohorts.

The CCPO, in its annual comprehensive report to be presented during today’s 15th Philippine National Police (PNP) Anniversary at the Camp Sergio Osmeña Sr., said 854 users were also arrested in various saturation drives.

In the campaign against marijuana, the city police uprooted or confiscated 588 stalks, three bundles and 92 sticks.

The CCPO also received 1,515 warrants of arrests, with 1,289 of them being served. These included the arrest of suspected robbery gang leaders Rey Torres and Danny Limotan.

Fallen eagles

Torres was arrested last June 14 by a seven-man team led by Supt. Pablo Labra II at the boundary of barangays Kahayagan and Monte Alegre, Aurora, Zamboanga del Sur.

Limotan, on the other hand, was arrested by the same team on July 18 in Purok 13, Poblacion, Valencia City.

Torres and Limotan were both identified as members of the “Eagle Syndicated Crime Group” based in Cebu City.

Torres, who is now at the Bagong Buhay Rehabilitation Center together with Limotan, has been ranked number one in the most wanted persons list in Cebu City and in Central Visayas as well.

Both have been blamed for the East West Bank robbery in January 2005, among other robbery incidents.

On Feb. 2, the CCPO also arrested Jemar Mansalinog, Torres’ nephew and believed to be the latter’s right hand in the robbery gang.

Mansalinog, however, was gunned down days after his arrest, while being pursued during an alleged rescue attempt by Torres.

The report also identified theft and snatching as the most prevalent crimes in Cebu City, with 1,971 cases recorded from Jan. 1 to Dec. 31, or an increase by 75 compared to 1,896 in 2004.

Cases of physical injuries also went up in 2005 with 842 or an increase by 251 compared to the 559 cases in 2004.

Murder cases almost doubled in 2005 with 171 or an increase by 81 compared to the 90 cases in 2004.

Most of these cases are vigilante-style and have remained unsolved.

At least 842 robbery cases were recorded, or a decrease of 308 from 2004’s 1,150 cases. (JST)
