Councilors ask guns consultant: Improve reports

THE Cebu City Council has ordered the City’s consultant on law enforcement and firearm management to make a detailed accomplishment report next time he shows up before the body to have his consultancy renewed.

The council gave the directive to dispel suspicions that consultant Mario F. Abangan Sr. fakes his report to make it appear longer.

Councilor Sylvan Jakosalem, vice chairman of the council committee on police, fire, penology and public safety, assured that Abangan will include the serial numbers of guns brought to him for fixing.

Jakosalem asked for the renewal of Abangan’s contract in last Wednesday’s session.

As a rule, consultants wanting to continue providing services to the City must have their consultancy renewed before the council.

They must be around when the resolution for the renewal of their contract of services is presented, along with a copy of their accomplishment for the previous six months.

During the session, Majority Floor Leader Jocelyn Pesquera wondered why the names of several policemen were repeated several times each month in the list of policemen whose guns he service.

“I supposed the names were placed to make the list longer,” Pesquera said.

Councilor Augustus Pe Jr., chairman of the council committee on dangerous drugs, helped in explaining that most of those in the list were regular participants in shooting competitions.

Their guns, he said, need constant fine-tuning and inspection so they are in the best condition when the policemen compete or practice.

Jakosalem said that several policemen in the list were also members of the Cebu City Police Office Special Weapons and Tactics (Swat) team, whose guns had to be checked regularly because they respond to alarms each day.

Pesquera asked that to avoid doubts on their part, Abangan must also include the serial numbers of the guns brought to him to ensure that what were fixed were government properties. (RHM)
