Guv gets legislators’ OK to negotiate for lot

The Cebu Provincial Board (PB) yesterday gave Gov. Gwendolyn Garcia authority to negotiate with the Mandaue City Government for the use of the lot where the Cebu International Convention Center (CICC) will rise.

The contract with WT Construction, however, will not pass through the PB, as Garcia said she will be “consistent” with her stand that the appropriations ordinance serves as prior PB authorization.

In yesterday’s session, PB Member Victor Maambong sponsored the resolution to give Garcia authority to negotiate and sign an agreement with Mandaue City for the site.

Agreement

Cebu Province, during the time of former governor Pablo Garcia, already had an agreement with Mandaue City, but this lapsed before the infrastructure project could start.

Mandaue also had entered into an agreement with the Cebu Chamber of Commerce and Industry, but this also lapsed.

The Board, meanwhile, could not expect that the contract with WT Construction will pass through them for deliberation. The construction firm is the winning bidder of the P100-million substructure of the CICC with a bid of P84.5 million.

It is Garcia’s stand that contracts for projects whose budget is already in an appropriation ordinance no longer need PB approval, citing Republic Act (RA) 9184 or the Government Procurement Reform Act.

However, the consultancy contract of architect Alexus Medalla will have to pass through the PB’s scrutiny. This was submitted to the legislative body before the approval of the new government procurement law. (JPM)
