Cebu Provincial Board (PB) members have always emphasized the need to improve health services, but a list of expenditures from their discretionary funds shows that they spent more money in infrastructure projects.
A summary of expenditures Sun.Star Cebu obtained showed that infrastructure projects got a total of P25.9 million from their legislative assistance fund. Sports and cultural developments are second in the list, but the amount is far behind, at P10.1 million.

Community development outreach projects follow, at P9.8 million, social services development (P6.3 million), economic development (P5.9 million) and peace and order (P2 million).
Under the category for infrastructure development, the Provincial Secretary’s Office also included projects for power (P2.7 million), water (P5.3 million), road network and free ways (P8.2 million), airport and seaport facilities (P235,000) and telecommunications facilities (P928,000).
Community development outreach project, which got the third highest appropriation, includes agriculture (P620,000), environment (P1.5 million), health (P2.2 million), education (P3.5 million), and cooperatives and livelihood.
Industry and tourism comprise the amount for the item “economic development,” with P5 million and P920,000, respectively.
Performance
Aside from the appropriations charged against their legislative assistance fund, the PB also approved 3,322 resolutions, 18 appropriations ordinance and 715 committee reports.
The board received 1,290 pieces of legislation and 856 different types of communications from different component towns and cities.
It held 48 sessions, with Member Ramon Martin Calderon topping the list of absences with 17, followed by fellow ex-officio member Alfred Francis Calderon, with nine absences, three sessions that he was away on official business and one leave.
Of all members, PB Member Antonio Almirante was most diligent in terms of attendance, as he did not incur any absence. Like Almirante, Vice Gov. Gregorio Sanchez Jr. also did not have absences.
