Construction cost will be within limits
The P250-million estimate for the Cebu Interational Convention Center (CICC) was made in 2003 yet, but Vice Gov. Gregorio Sanchez Jr. assured that the Capitol will not spend far beyond the allocation, even with fluctuating prices.
He made this assurance in a regular session last Monday, where Provincial Board (PB) Member Quisumbing inquired about the amount.
They were discussing the resolution granting authority to Gov. Gwendolyn Garcia to negotiate with Mandaue City Government for the use of the lot where the CICC will stand.
Sanchez explained that the law prohibits the government from incurring more than 10 percent overrun in infrastructure projects.

With this, Sanchez believes the Capitol will spend only P275 million for it, if ever there will be overruns.
However, the Capitol’s estimate for the first phase of the project was P100 million, but managed to get a contractor that will get it done by only P84.5 million.
Cebu-based WT Construction made the lowest bid for the center’s substructure. Other amounts pegged were P89.8 million, P94.4 million, P98.2 million and P99.6 million.
Construction of the CICC is expected to start at the end of the month.
The Provincial Government is rushing this so it can be used during the Asean summit this December.
Last Monday, Quisumbing was “concerned” with the phrase “at least P250 million” that was stated in the old agreement between the Capitol and Mandaue City. The agreement already lapsed.
The Board member said that if they approved the resolution, they might be giving a “blank check with a P250 million minimum and could go up to a billion pesos.”
But PB Member Victor Maambong explained that the subject of the resolution was only giving authority, and that whatever agreement entered into would still have to pass through the Board for ratification. (JPM)
