Tom won’t sue official who ‘misled’ City

Mayor Tomas Osmeña will not run after an executive assistant who was found to have misled the Cebu City Government into believing that he can still work in government.

“As long as there is no harm done to the City, we will not be filing charges. There was no loss to the City. We’re certainly not aware of his history that he was terminated for due cause in another province,” he said.

The mayor said that if the City would press charges against Miguel Cui, executive assistant to the mayor’s office, it will only give an added load to the City’s legal staff, which is already undermanned.

He said there is already so much work for the City Attorney’s Office to do.

Cui, who was assigned to the Human Resource Development Office (HRDO), handed over his resignation to the mayor’s office last Monday, without stating any reason.

Osmeña was advised by the Civil Service Commission (CSC) 7 to recall the appointment of Cui, who has been hired by the City Government since January 2005.

A former senior specialist of the CSC Caraga region, Cui has been “convicted and meted a penalty of dismissal from service with all the accessory penalties including perpetual disqualification from government service, forfeiture of benefits and the future taking of Civil Service exams.”

Resigned

This was contained in CSC Resolution 04-1265 promulgated on Nov. 11, 2004.

According to the decision, Cui and another CSC employee were charged with dishonesty and grave misconduct for 14 folders of some CSC cases that were lost while in their custody.

Cui denied the resolution last week and said he already resigned from the Commission in September 2004 and he never knew what happened after that. (GAC)
