Members of special units make it as Kiwanis finalists
Three policemen, among them a junior police officer, emerged as finalists in the 2005 Search for Cebu City’s Outstanding Policemen.
The Kiwanis Club of Cebu identified the finalists as Insp. George V. Ylanan, chief of the Drug Enforcement Unit, SPO3 Isagani T. Pugoy of the Theft and Robbery Section, and PO2 Regalado C. de la Victoria of the Criminal Investigation and Intelligence Bureau.
The three belong to special units of the Cebu City Police Office.
Mike del Gallego, the club’s search committee chairman, told Sun.Star Cebu yesterday that four policemen applied or were recommended for the award but only three made it.
Del Gallego attributed the low turnout to the club’s strict screening rules.
“We are getting the best. We would rather have few than many who might turn out to be rotten,” del Gallego said.
No pending case
One of the most important qualifications is that the participant should have no pending cases with the Internal Affairs Office (IAS).
But he explained that to be a finalist in the search is not a guarantee that a policeman can be declared outstanding.
The nominees still have to undergo a final interview on April 5 before the club chooses the winner, he added.
Del Gallego said the finalists have submitted all documents required for the award. But he urged the public to inform the club of any information that might contradict or support the candidates’ documents.

He assured residents that all information will be deemed confidential.
Ylanan has been cited for the arrests of suspected robbery gang leaders Rey Torres and Danny Limotan last June 14 and July 18, respectively.
Pugoy was recommended by a school in Mandaue City for the arrest of two teenagers who stabbed dead a faculty member last April 2005.
De la Victoria was cited for responding to a shooting incident in Barangay Pardo in April 2005 while he was off-duty. De la Victoria suffered a gunshot wound in the left forearm during the incident. (JST)
