Towns’ plans prompt Capitol to reconvene reclamation body

Inactive for many years, the Cebu Provincial Reclamation Authority (CPRA) has been reconvened after the Capitol received requests for help from municipalities undertaking reclamation projects.

“We need to come up with an authority or a body to look into all reclamation projects in the province,” said Gov. Gwendolyn Garcia.

But Garcia sees a need to review the ordinance creating the CPRA, considering that it was anchored on a memorandum of agreement with the Public Estates Authority (PEA) that has since been revoked.

Review

The Provincial Board (PB) committee on laws is now reviewing the existing ordinance on CPRA and its membership, after Board Member Victor Maambong sponsored an ordinance for its amendment.

“We see a need to amend it, if not make another ordinance because the root of the ordinance is (no longer existent) and we are in a different circumstance now,” the governor told reporters.

Garcia has also ordered an inventory of different reclamation projects, which some coastal barangays in Cebu are also into.

Late last year, some municipalities undertaking reclamation projects have met problems with the PEA, which is asking them to meet requirements or face penalty.

Carmen in northern Cebu and the southwestern town of Alcantara sought the help of the Cebu Provincial Government.

A town official earlier said he does not see why PEA would make the process difficult for local government units, when they are also part of the government and are doing it to deliver basic services, and not for profit.

The CPRA was created in 1992.

It is the stand of the Provincial Attorney’s Office that Cebu Province has power over reclamation projects funded from its treasury. (JPM)
