We assail the sudden appointment of Grace Karingal as district collector of the Port of Cebu, which is a gross violation of Administrative Order (AO) 133 that states that all assignments and reassignments at the Bureau of Customs should be made by the secretary of the Department of Finance.
We rally behind Collector Ma. Lourdes V. Mangaoang, as the designation of Karingal effective April 3 did not bear the signature of Secretary Gary Teves.
Section 1 of AO 133 explicitly provides that the secretary of finance shall have the power to transfer, detail and assign, or reassign presidential appointees of the Bureau of Customs, notwithstanding the specific designation, group assignment, office or station stated in their respective assignments, as the best interest of the service may require.
Prior to the issuance of AO 133 on Dec. 27 last year, it was only the customs commissioner who was presumed to have the authority to transfer, detail and assign, or reassign customs officials and employees.
With AO 133 in effect, we deem that the order of Acting Customs Commissioner Napoleon Morales replacing Mangaoang with Karingal as illegal, and null and void.
We suspect that a very influential person was behind Karingal’s appointment despite her pending graft cases before the Office of the Ombudsman.
