You are rude when you are discourteous or unmannerly, coarse or vulgar, or lack refinement. Arrogant, when you are full of pride and self-importance, overbearing, haughty.
Standard dictionary definitions.
In Bisaya, rude is "way batasan" and arrogant is "maot, hambogero, mapahitas-on."
Cebu City Mayor Tomas Osmeña called Dalaguete Mayor Ronald Allan Cesante rude and arrogant.
Cesante said it wasn't necessary to lure people with festivals during the Asean December summit since people in Cebu City return to their hometown during long holidays.
Mayor Tomas earlier decided to give P100,000 per town for the festivals. He insisted and got the four-day holiday. He believes that a ghost city would be safer for foreign delegates.
Was Cesante rude and arrogant?

If it is rude and arrogant for a mere town mayor to disagree with the mayor of a premier "second-to-none" city or even just speak out on an issue Mayor Tomas already spoke about, then Cesante was.
He should have kept quiet, as most subjects do after the king has spoken.
So what if Cesante is the leader of all town mayors and knows better about townspeople behavior? Our city mayor is king.
Apparently Cesante thought that kings were as extinct as dinosaurs.
Cesante is being punished. His town Dalaguete is losing the P100,000 bounty.
What do I think? He should be thankful he still has his head.
