PB defers action on measure vs. Chacha drive

THE Cebu Provincial Board yesterday failed to come up with a definitive stand on the issue on people’s initiative as a way of changing the Constitution.

A PB member drafted a resolution expressing the sentiment of the board in strongly opposing the signature drive calling for amendments to the Constitution.

But Maambong’s resolution was deferred to give time for the other members to be consulted on the issue.

Burial

Also, the PB members did not have enough time to tackle the matter as they had to attend the burial of the late Naga Mayor Ferdinand Chiong yesterday.

The resolution will be tackled on Monday together with the position paper of Bayan Muna.

Arman Perez and other members of the militant group went to the session yesterday but were told that their position paper will be tackled next session.

Maambong, in his proposed resolution, said the absence of an enabling law for people’s initiative means the move will accomplish nothing.

He also criticized the involvement of the Department of Interior and Local Government personnel in the move, because the exercise was contrary to law.

Signatures

“The signatures gathered cannot support an initiative on amendments to the Constitution because there is no enabling law to speak of in the first place,” Maambong said.

He said that gathering signatures for the Charter change may “have been moved by the valor of ignorance of the law.”

Maambong also said that the move to amend the Constitution now, with the “multifarious problems and other pressing issues besetting the country and local government units,” may be an added burden to the country beset by poverty, underdevelopment and corruption. (MBG)
