Speak Out: Ensuring CICC’s success

AFTER so much controversy regarding the selection of architectural design for the Cebu International Convention Center (CICC), the “groundbreaking ceremonies” has finally taken place. According to the news, the driving of concrete foundation piles has started and is ahead of schedule. The completion of the project is scheduled for October, which is about seven months from now.

The selected design is a three-storey building comprising of two major rectangular blocks with a parabolic steel arc as a main feature of the lobby. It has a floor area of 20,000 square meters.

In any construction of large projects, Moore’s Law is always applicable. It says, “If it can go wrong, it will go wrong.” CICC is relatively a large construction project and its schedule of completion is very tight. There’s not much room for slack, and it’s an ambitious schedule.

Considering the many things that can go wrong during construction such as breakdown of equipment, delay of shipment of long-lead items, design changes, installation difficulties, etc., the likelihood of not meeting the schedule of completion is real. Adding more workers and working overtime will not significantly improve schedule when activities need to be done in sequence.

Special equipment such as elevators, escalators, electrical transformers, air-conditioning systems are long-lead items and may require many months just to manufacture them. Any delay of manufacture and installation of these equipment would certainly delay completion of the project.

I would like to submit some comments for incorporation into the design and construction of the CICC project.

- Safety plan for construction workers and equipment must be submitted and approved

- Quality assurance for materials and equipment must be submitted and approved.

- Building Codes and Standards must be forcefully enforced

- Provide sufficient water pressure for the fire protection system of building

- Provide sufficient clean water for the cafeteria, comfort rooms, and other functions

- Install sewage system that does not pollute the underground water

- Install sufficient storm drainage system

- Provide ample parking and beautiful landscaping

Finally, meeting requirements from safety, fire protection, health, environmental organizations and final users of the facility will ensure success of the CICC. Despite the ambitious construction schedule, it’s our ardent hope that the CICC will be completed on time for the Asean Summit. Indeed, when completed, the CICC will be a beautiful landmark of Metro Cebu.
