Dad suggests rehab center for province

A local legislator is calling for the creation of a provincial drug dependent rehabilitation center in Cebu.

Provincial Board (PB) Member Gabriel Luis Qui-sumbing, who heads the committee on drugs, drafted an ordinance for the creation of the center whose goals include providing treatment and rehabilitation of drug dependents through a multi-disciplinary method of management.

Quisumbing said there is a need to establish such a center to treat and rehabilitate drug dependents.

The ordinance will be tackled on Monday during the regular session.

“Drug dependents are not criminals but fallen victims of drug abuse and it is necessary to provide effective mechanisms to re-integrate them into society through sustainable treatment and rehabilitation,” Quisumbing said in his proposal.

It is among the provisions of the Dangerous Drugs Act of 2002 that local government units must appropriate a substantial portion of its annual budget to assist in giving priority to preventive or educational programs and rehabilitation of drug dependents.

The ordinance provides for the putting up of a facility in an existing province-owned lot. It will have four dormitories, with a capacity of 50 persons each, including dormitories for women and minors.

The center will also have an administration and staff office, medical facility, multi-purpose hall, sports facility and a livelihood training room.

The initial funding for the center will come from a supplemental budget and its operational costs will be a regular item under the Office of the Governor in Capitol’s regular annual budget.

Patients, however, will shoulder the total cost of subsistence during the entire rehabilitation program. (MBG)
