GMA checks infra projects in Cebu south
President Arroyo inspected yesterday two infrastructure projects in southern Cebu that she ordered prioritized. She also visited a housing project intended for garbage scavengers, fisherfolk and low-income families in Metro Cebu.
After gracing the Kadaugan sa Mactan festivities, Arroyo arrived at the junction of the Naga-Toledo road at noon to unveil the marker of the P783-million Cebu South Road Improvement Project (CSRIP), which was completed in November last year.
The President was saddened by the condition of the road-which stretches from Talisay City to Carcar-when she saw it in June 2004. She then ordered its total renovation.
Arroyo was on her way to Carcar town to launch the P585.7-million irrigation project in Can-asujan when she saw the road and learned that it has been under repair for the last 20 years.
2 years later
Almost two years later, Arroyo, on board a green-plated white Chevrolet Suburban, saw the renovated road on her way to Carcar.
Department of Public Works and Highways (DPWH) Assistant Secretary for Operations Juanito Abergas said he is thankful that the project, which was one of the problems he had during his four-year stint as DPWH 7 director, is finally completed.
The CSRIP, which was delayed by six months, is under the defects liability period and is yet to be turned over by the project contractor to the government in November.
A one-year defects liability period will allow the contractor to do minor repairs.
Abergas said the delays in the project were mostly due to the late payments by the government and the failure of utility firms to move their wires, cables and posts.
After a brief ceremony for the CSRIP, Arroyo proceeded to Carcar to unveil another marker for the Can-asujan Small Reservoir Irrigation Project, which will benefit about 1,000 rice and vegetables farmers in the municipality.
Rep. Eduardo Gullas (Cebu, 1st district) said the project, which covers 782 hectares, including a resettlement site, is a “tremendous project for food production” in the province.
Housing project
Carcar Mayor Patrick Barcenas said the irrigation facility could benefit more towns in southern Cebu since it could supply water to the towns of Barili, San Fernando and Sibonga.
After having lunch in Carcar, Arroyo went to the future site of the San Pio Village in Barangay Dumlog, Talisay City.
The project, which is intended for 3,000 underprivileged beneficiaries, including garbage workers, fisherfolks, media workers and community development workers, is initiated by Habitat for Humanity, Bethlehem Day Care Center Foundation Inc., Cebu News Workers Multi-purpose Cooperative, among others.
The proponents of the project urged Arroyo to speed up the titling of the lot, which would serve as a road-right-of-way for the village.
As an expression of their gratitude, the beneficiaries gave Arroyo an envelope containing letters and graduation pictures of children from the Inayawan dumpsite and will be among the future residents of the village. (CYR)
