Ouano to clarify funding for summit

Mandaue City Mayor Thadeo Ouano wants to clarify with President Arroyo the funding for the preparation of the Asean Ministers’ Summit this December so they can finalize projects for implementation.

Arroyo will preside over today’s meeting of the summit’s National Organizing Committee (NOC) to discuss the preparation.

Ouano welcomed Arroyo at the Mactan-Benito Ebuen Air Base yesterday. He was with Cebu City Councilor Sylvan Jakosalem, Lapu-Lapu City Mayor Arturo Radaza, Rep. Eduardo R. Gullas, Media Group Secretary Cerge Remonde, Presidential Assistant Felix Guanzon, Gov. Gwendolyn Garcia and Robert Go and Shirley Sia of the Cebu Chamber of Commerce and Industry (CCCI).

Garcia is NOC co-chair and a member of the Mactan-Cebu International Airport Authority (MCIAA) board, whose general manager, Adelberto F. Yap, is the chairman of the committee on airport preparations, arrival and departure.

New lounge

The MCIAA Board agreed in a meeting the other day to propose the construction of a new VIP lounge at the Air Base for the exclusive use by heads of state during the summit.

They propose to take the funds from the P1-billion allocated by the National Government for the summit preparation.

If a new VIP lounge will not be realized, the heads of state will be welcomed at the commercial international passenger terminals, which they said will be too risky.

Ouano, on the other hand, said he wants to know when Malacañang will release the reported funding of P200 million each to the cities of Cebu and Mandaue, and another P600 million to another government unit.

Facelift

The Cebu International Convention Center will be the venue of the summit so the Mandaue City Government will conduct a facelift of its territory, including street lightings, proper drainage system and beautification.

“Our initial estimates in the rehabilitation and beautification of roads where the heads of state will pass is P600 million. The Mandaue City Government has no allocation for that for the year 2006 so that we will realign funds if we will have available money. But the best is to find budget from outside sources like the National Government,” Ouano said.

He would like to know what projects the National Government will take care of. He was assured of assistance from Eric Mendoza, the president of Mandaue Chamber of Commerce and Industry in the beautification project. (EOB)
