Police told to stay prepared for May 1 rallies
Philippine National Police Chief Arturo Lomibao is urging his men to “exude confidence and readiness amidst crisis.”
A memorandum from the Police Regional Office (PRO) 7 requested all city and police offices and the Regional Mobile Group in Central Visayas to prepare for possible escalation of protest actions due to price increases.
“Contingency measures such as checkpoints/chokepoints, visibility patrols in transport terminals and gas depots must be put in place to quell potential/real violence,” the memo signed by Regional Operations and Plans Division chief Carmelo Valmoria said.
Police are getting ready for protest actions planned by militant groups on May 1, Labor Day.
Unconstitutional
Militant groups are expected to step up their demonstrations after the Supreme Court ruled that Malacañang’s Calibrated preemptive response (CPR) policy on rallies is unconstitutional.
In Cebu, though, police believe that the demonstrations will remain peaceful unlike those in Manila.
In a separate memo, Valmoria also called on the lower units to be vigilant against communist rebels, citing the recent attack of an army detachment in Obando Bulacan last April 21 and of the Dinapigue Police Station in Isabela Province last April 18.
Valmoria, in behalf of PRO 7 director Eduardo Gador, ordered all city and police directors and the group director of the Regional Mobile Group to conduct announced or unannounced inspections or penetration security inspections to determine the compliance of police stations of security policies and procedures.
“Personnel detailed as sentinels should be especially watchful at night or during critical hours. Sleeping on the post should be strictly dealt with accordingly,” Valmoria said.
Counter plans
He directed them to exert extra effort to counter planned raids or attacks by intensifying the barangay intelligence network, strict implementation of protective security measures and personnel alertness.
The memo further said that the seriousness of rebel tactical offensives against vulnerable police stations and army detachments resulted to government casualties, firearm losses and damage to property. (MEA)
