Speak out: Only the competent shall serve the government

The issue is whether the written examination of the Civil Service Commission (CESSO) outweighs the technical knowledge and experience of a person in a particular filed. The said written examination contained not one question concerning airport management and aircraft operation, and passing the subsequent interview is likewise irrelevant for the interviewer has no basic much less technical knowledge on the subject.

Amendment must be made on commission rules. Its strict application must be tempered with the qualification, experience and skill of the officer concerned.

Only the competent shall serve the government.

Lt. Gen. Adelberto Yap was the commander of the 5th Fighter Wing of the Philippine Air Force (PAF), air base commander of the PAF, assistant secretary of the Air Transportation Office and administrator of the Clark Air Base Development Authority.

He earned his masters degree in business from the Asian Institute of Management. He was sent by the Philippine Government to the United States and Australia to study air base planning and management.

Who, in this country, equals the qualification, technical knowledge and competence of General Yap? In times of emergency disaster, it is the airport general manager who takes command of the situation.

The irony of it all, some aspirants to the position do not have the basic qualification, in its true sense and the minimum relevant experience required by law except the CESSO and the so-called “political qualification.”

What is most important, General Yap, in his forty years in government, earned the trust and confidence of the appointing authority.
