Danao supports local supervision over motorbikes

The City of Danao supports the request of the Cebu Provincial Government for the House of Representatives to allow local government units (LGUs) to regulate the use of motorcycles-for-hire (habal-habal).

A resolution the Danao City Council passed last May 2 and approved by Acting Mayor Ramon Durano Jr. on May 4 expressed support for the resolution from Cebu Province.

The resolution “strongly requests” the House of Representatives, through the committee on transportation, “to review, repeal or amend section 7(c) of the Land Transportation and Traffic Code to authorize local government units to regulate and control” motorcycles-for-hire.

Section 7 (C) prohibits the use of motorcycles for a fee.

Despite the ban, the use of motorcycles to transport passengers for a fee has become popular in the province, especially in mountain barangays.

The resolution said that in many hinterland barangays, the habal-habal is the only available vehicle that can “traverse rough and narrow roads.”

But as much as the LGUs want to help regulate the use of the habal-habal, they cannot do so because of the prohibition, the resolution pointed out.

The Danao City Council believes that the move of the Provincial Board can boost the LGUs’ aim to regulate and control habal-habal operations.

Danao City’s resolution is among the items to be tackled during the regular session on Monday. (MBG)
