Mayor wants probe by NBI

Dissatisfied with the report of the Cebu City Task Force on Street Children, Cebu City Mayor Tomas Osmeña will push through with his plan to have the National Bureau of Investigation (NBI) 7 look into why minors were still detained at the city jail.

The management board of the Operation Second Chance, Cebu City’s facility for minor offenders, has already recommended that minors must be sent to the juvenile detention facility instead of Bagong Buhay Rehabilitation Center (BBRC).

The board is composed of co-chairpersons Margot Osmeña and Regional Trial Court (RTC) Judge Olegario Sarmiento Jr., other judges, non-government organizations representatives, social workers and the Bureau of Jail Management and Penology (BJMP) officials.

The recommendation was made following the discovery of 17 minors who were detained at the BBRC when they should have been at the Operation Second Chance.

The mayor said that although three minors were already transferred to the facility in Barangay Kalunasan, it does not answer the question why the procedure in treating minor offenders was not followed.

The rest have already reached the legal age of 18 while in detention.

Osmeña blew his top last week over the discovery.

Osmeña warned he will run after the policemen or the personnel who will be found responsible for the mistake.

Upset

“I’m very upset..First we were told there’s a child there, then it turns out there are two and now it’s 17. I’m asking NBI to investigate this because these children are not supposed to be there,” he said in an earlier interview.

Last week, he said he will decide whether or not the NBI should enter the picture, after his visit to Kaoshiung City in Taiwan.

Yesterday, he said the investigation is not complete even after three minors were already sent to the Kalunasan facility.

“I’m not satisfied with that. I want a little more information as to why they were not transferred (immediately) in the first place,” the mayor said.

He said he chose NBI because the agency is “better in investigation.” (RHM)
