NCop arrested for killing in Tejero

A Mandaue City policeman was arrested for allegedly killing a resident of Barangay Tejero, Cebu City yesterday dawn.

PO2 Israelito Aballe, 39, of A. Lopez St., Barangay Labangon, Cebu City and assigned at Station 1 of the Mandaue City Police Office (MCPO), denied any involvement in the incident.

However, he will have to explain why he left his post at the Cebu International Convention Center, where he was deployed as night shift security personnel, to go to Tejero.

Aballe was placed under arrest at 2 p.m. inside the Homicide Section of the Cebu City Police Office (CCPO), after Teresita Nasayao, 37, pointed to him as the one who shot dead her live-in partner Renato A. Noble, 39, at 3 a.m. near their house on Alviola St., Villagonzalo 2, Tejero.

Insp. Mario Monilar, Homicide Section chief, said the identification made by Nasayao was enough basis to arrest Aballe.

Noble, Monilar said, was also able to write Aballe’s name on a piece of cardboard as the one who shot him before he succumbed to a single gunshot wound.

Aballe took a paraffin test and was made to undergo a drug exam before he was detained at the CCPO stockade.

His service firearm was also submitted to the PNP 7 Crime Laboratory for ballistic examination.

Initial investigation by Homicide Section showed that Aballe and Noble were arguing when the latter pulled out a handgun and shot the civilian.

Noble attempted to scamper for safety but the slug found its way to his back and exited through the left side of his chest.
Nasayao, who heard a gunshot, went out of the house and found Noble already bloodied while shouting, “Gipusil ko ni Rey (Rey shot me).”

Nasayao, along with Noble’s younger brother Rodillo, called up the Mobile Patrol Group, which brought him to the Cebu City Medical Center.

While on the way to the hospital, Rodillo, who works as an errand boy and a cook at the Criminal Investigation and Intelligence Bureau (CIIB), took a piece of cardboard and let his brother write the name of his alleged gunman on it.

Noble also placed his right thumb mark twice on the cardboard using his blood.

The cardboard bears a name, “Rey Valle,” who Noble said was a policemen assigned in Mandaue City.
Noble died an hour later at the city hospital.

Monilar coordinated with Senior Supt. Eduardo Catabas, MCPO director, about the incident.

Catabas asked Aballe and another policeman assigned at the Basak Police Station to show up at the CCPO Homicide Section for questioning.

Nasayao said she, Noble and other residents in Villagonzalo 2 knew Aballe because in the past three months he frequently visited the area allegedly “to sniff shabu.”

Nasayao and Nodillo alleged that Aballe is a drug user.

But Aballe said he only goes to Villagonzalo 2 to visit his friends who are living in the area. He denied using drugs.
Charges will be filed today against Aballe.

In a report over radio RGMA-dySS, Senior Insp. Abraham Ocampo reportedly said they are also preparing to file an administrative charge against Aballe for abandonment of duty.

Aballe allegedly left the CICC construction site at 9 p.m. and never came back, leaving P02 Jimmy Perdigo to secure the area alone. (JST)
