Centcom agrees to return donated lots to Capitol

The Central Command (Centcom) finally agreed to return to the Cebu Provincial Government all lots that are not being used for military purposes.

The Capitol, meanwhile, will not touch Province-owned areas that are being used by Centcom.

Brig. Gen. Samuel Bagasin will submit to the chief of the Armed Forces of the Philippines (AFP) this recommendation which, if approved, will end years of negotiations and court battles over the 48 lots that the Capitol donated to the military years ago.

The military is occupying only 15 of the 48 lots, so the Capitol wants to get back 33.

Bagasin’s recommendation will be coursed through the AFP’s committee on real estate.

Gov. Gwendolyn Garcia, who disclosed the information yesterday, added that Centcom also agreed to provide security to the Province-owned lots to prevent further encroachment by illegal settlers.

“My concern is dili mapun-an ang squatters. I am thankful to Gen. Bagasin (who will) help prevent the entry of exploitative people who will not miss out an opportunity to take advantage,” she said in a press conference.

The Capitol started moves to take back its properties in the previous administration yet, but negotiations failed so it filed a case in court to recover its lots. The court has yet to resolve the issue.

The then Visayas Command received the lots as a donation from the Capitol, but on the condition that these be used for military purposes. The donation, according to the Capitol, has a provision that these will revert to the Province once these are no longer used for military purposes.

Earlier, a presidential order also declared the area as a housing site, so the Cebu City Government issued notices of eviction to occupants.

But the Provincial Government intends to use the areas, which are considered commercial ones, to gain more income for the Capitol, for use in delivering services. (JPM)
