Residence to set discount

Granting a compromise to an erring driver, specifically those plying the Mandaue-Cebu routes, will depend on the weight of his offense and where he is registered as a voter.

Those who are registered in Cebu City will get a 90 percent discount on the fines for violations they committed, while those who are not will only get 50 percent, said Mayor Tomas Osmeña.

Seven jeepneys plying the Mandaue-Cebu routes were impounded. But only six of them will get a compromise, as the other is already a “hopeless case.”

The driver of that jeepney has been issued with citation tickets for the 600 traffic violations he had committed.

P160T in fines

The mayor said he is not in the position to throw away the number of hours spent by the traffic enforcer in issuing the citation tickets per violation the driver had committed.

He mentioned that the highest amount of fines incurred by an erring driver is P160,000.

Tony Pogado of the Nagkahiusang Draybers sa Sugbo (Nadsu), however, is worried that those who are not part of the group might take an adversarial stand on the issue.

He said non-members who attended the drivers’ and operators’ meetings appeared adversarial.

Order

Last month, Osmeña gave instructions to the Cebu City Traffic Operations Management (Citom) to fully implement City Ordinance 2072, which authorizes Citom to impound upon third offense the vehicle of drivers who load or unload passengers outside the jeep terminals in SM City or Ayala Center Cebu.

The drivers proposed a compromise and asked that Citom designate the last number of a jeepney’s plate that can enter the city on certain days, but the mayor rejected this.

He said, however, he might propose in the future to have jeepney operators and drivers operate buses that can enter the city.

Pogado said the mayor’s idea is good and they are open to it, but drivers and jeepney operators will have to be consulted regarding the matter. The mayor should also give enough time to carefully study the proposal. (GAC)
