Division chiefs under pressure to prove management skills at CH
All division chiefs at Cebu City Hall should really watch their backs, now that Mayor Tomas Osmeña is looking into the bureaucrats’ efficiency in their management duties.
And if one doesn’t pass muster, he or she could be replaced by any of the young cum laude graduates in the mayor’s management team.
Old-timers at City Hall were baffled by reports the mayor has relieved one of the City’s senior maintenance engineers with a member of the management team.
Mayor Osmeña, upon the recommendation of City Administrator Francisco Fernandez, ordered Department of Public Services (DPS) chief Dionisio Gualiza to temporarily take over as head of the Office of the Building Superintendent (OBS) and replace engineer Steve Po.
Gualiza will act as officer-in-charge until he finishes training William Cordova, who finished his Bachelor of Science in Criminology with cum laude honors.
Although Cordova is not an engineer and not into building maintenance, he will eventually learn as he has great management skills, said Fernandez.
Fernandez acted on complaints about poor building management and maintenance of facilities, specifically the City’s comfort rooms and air-conditioning units, when he recommended Po’s reassignment.
“He’s no longer effective and it’s a management function. We want to improve on our building maintenance. It’s really a weakness on our part. I’m sure you noticed that,” was Fernandez’s reply to reporters.
He confirmed the City is now looking into the performance of the heads of various offices, to see whether they have improved on their efficiency.
Po was detailed to the City’s extension offices in the North Reclamation Area to head the Sewerage Treatment Plant (STP), a division of the Department of Public Services (DPS).
Po, in a separate interview, appeared unfazed, saying his reassignments have become routine over the years.
He has served as head of the streetlighting division, was sent to the OBS, then back to streetlighting, before being designated as acting DPS chief.
He was one of the three strong contenders for a permanent appointment as DPS chief during one of the Personnel Selection Board’s deliberations four years ago. But it was Gualiza who was picked to head the department.
Told that his reassignment stemmed from complaints that he is no longer effective, Po said he had no idea about that.
“They never told me that. But this is fine with me, as the functions are basically the same. Besides, this is my mother unit,” Po told Sun.Star Cebu yesterday. (GAC)
