Task force under Razon to assess threats to security

The Philippine National Police (PNP) is making early security preparations for the 12th Association of Southeast Asian Nations (Asean) summit in December.

PNP security preparations for the summit will be as extensive as the Asia-Pacific Economic Cooperation meeting held in 1996, the 112th Inter-Parliamentary Union meeting and 23rd Southeast Asian Games in 2005, all three of which were held in Manila.

Continuous threat assessment is being made in the different venues of the conferences, particularly in Cebu City where a suspected Abu Sayaff cell was recently uncovered.

Last May 11, two suspected members of Rajah Solaiman group, died in a shootout after they were allegedly spotted to have planted a bomb in one of the entrances of SM City mall at the North Reclamation Area.

The bomb was defused but the incident firmed up the police’s preparations for the summit and brought together the Muslim community in Cebu to help monitor possible threats.

Cebu City Mayor Tomas Osmeña earlier said he prefers that the US does not join the summit because Cebu could become a target of terrorism.

A series of 93 meetings have been held in several venues in the country among representatives from Asean-member states and observer countries.

Preparatory talks and consultations have commenced as early as April progressing up to the summit proper, which will be held in Cebu in December.

The Provincial Government is putting up the Cebu International Convention Center in Mandaue City as main venue for the gathering.

Task force

Post-summit meetings will be held until July 2007.

Ten Asean heads of state, foreign affairs and economic ministers, and representatives from seven other countries in the Asia-Pacific region will be attending the 12th Asean summit.

PNP Director General Arturo C Lomibao has created Task Force Asean Summit under PNP Deputy Director General Avelino Razon Jr.

Under the Task Force are seven task groups that will handle security in various areas of engagement, particularly Task Group Cebu under Police Regional Office 7 Chief Silverio Alarcio.

As part of the security preparations, the PNP is building up tactical capability for the estimated 6,000 police personnel who will directly participate in providing security to the delegates and areas of engagement.

Currently undergoing training are motorcycle escorts, close-in security escorts, and Civil Disturbance Management troops.

To provide for the logistics requirements of the summit, the PNP is buying 208 patrol jeeps, 203 patrol cars, 279 motorcycles, 5,000 handguns, and communication equipment consisting of 250 hand-held transceivers, 10 mobile and five base radio sets; and other mission-essential equipment.

After the Asean summit, the equipment will be distributed to the different police stations in the country in line with the PNP Transformation Program of Building Strong Police Stations. (Sunnex)

The first of a series of 12 monthly-medal tournaments sponsored by Bank of Cebu went underway last Saturday at Cebu Country Club. This is a very special and unique episode in the history of golf in Cebu. There was never a business or company that committed to sponsoring a golf event for one whole year.

We congratulate Bank of Cebu for this huge step forward and for taking the lead. We know that the CCC club members are very happy and appreciative of this and I’m sure they can’t thank you enough for your support. All other clubs should not despair because the door has now been opened and others will follow to benefit all the club members and golf clubs in Cebu.

Given the opportunity, I talked to Bank of Cebu president Ephraim Salcedo and operations chief Leo Solano during the awarding dinner. I couldn’t help but ask them about the future of these tournaments. And taking heed from the quote that says, “Don’t ask me the reason why,” I decided to ask the balance of the quote that says: “Ours is but to do or die.”

Mr. Salcedo expressed that he has big plans for future tournaments that will include increasing the value of the prizes. Under consideration is to add a high-end brand car in the free raffle, maybe within six months. Another plan on the drawing board is to send to Manila the winners of a specific monthly medal tournament and have them compete there, or the reverse, wherein the finals will be in Cebu.

The winners of the CCC monthly medal: Class-A champion Jufil Sato (net 66), William Hong (net 66) runner-up; Class-B champion Pete Polo (net 66), Peter Yang (net 66) runner-up; Class-C champion Alex Pimentel (net 66), Jude Cimafranca (net 67) runner-up; Class-D champion Harry Campbell (net 73), Shigekazu Sakunaga (net 73) runner-up; Seniors champion Edgar Chiongbian (net 67), Ramon Escario (net 70) runner-up; Guest champion Charles Tiu, Richard Hong runner-up.

The 6th Copa de Golf organizers held a press conference last Tuesday. Based on the information given, all systems are go for the June 30 golf tournament. All their sponsors have confirmed their support and Copa chairman Nonoy Tirol and Casino Español sports director Nonoy Alba are very excited about the upcoming tournament, anticipating a very big turnout. Lots of giveaways, a car for a hole-in-one, two round-trip tickets Cebu-Manila-Cebu from major sponsor Philippine Airlines and other surprises to be revealed at a later date.

Casino Español VP Gabby Leyson did his part well by welcoming and introducing the media to the club, and using up all his knowledge about golf. We all know he can’t play golf but is not that bad with the lingo but still won’t give up with the idea of building a mini golf in his upland country. Which brought back the topic of the Broke Back Mountain movie. He said that these guys were not really gay; they just got involved in a close relationship because there were no women around. So I asked if they noticed these guys kissing and the reply was, oh yeah that! Least you be confused, they were not exactly in prison you know!

GOLF TIP: If you are having trouble with your putting, try the Jack Nicklaus method. At address, focus directly over the target line and be conscious that the back of your left hand is facing the hole. When swinging the putterhead back, the right hand should be doing all the work and the left hand serving only as a guide.

Make your hands work in much the same way on the forward stroke; the right doing most of the hitting while the left keeping the clubhead on line. It is very important that your left hand continue to guide through impact. If it stops too soon, the putt will be misdirected. The main idea of the stroke is to have fluidity between the hands and the putterhead. Try to sustain a constant pace and tempo, using the length of the backswing to match the force of the stroke and length of the putt.
