Espinoza: Adelberto Yap’s position By Elias L. Espinoza
Retired Maj. Gen. Adelberto Yap, general manager of the Mactan Cebu International Airport Authority (MCIAA), has valid legal basis to complain and file a petition for injunction over the ruling of the Civil Service Commission (CSC).
The CSC ruled that Yap is not qualified for the post of MCIAA general manager because he is not career executive service (CES) eligible. The Court of Appeals (CA) has, however, issued a restraining order on the matter.
I had a chance meeting with Yap last week at the CA when he filed the petition. He explained to me his position and his heartbreak. I found the explanation convincing.
I say that the CSC’s decision is unfair because Yap was singled out. There are regional heads of government offices and managers of government controlled corporations that are not CES eligible but the CSC didn’t raise hell about it.
This as the MCIAA board stood by Yap and practically defied the CSC by retaining his services and expressing confidence in his expertise in security and airport management.
Former Cebu City vice mayor Renato Osmeña, a member of the MCIAA board, reiterated to me the board’s stance that it has sole authority under the MCIAA charter to choose and hire an airport manager.
Besides, if a CES-eligible person were appointed to the post, it would already be difficult to replace him later. From the beginning, the airport manager has been co-terminus with the appointing authority, the President. There is also no logic in appointing people with CES eligibility but who have no expertise and capability to manage the airport.
If academic record and previous work background are to be used as basis in hiring an airport manager, I doubt if there is anybody in MCIAA’s list of CES eligible that could match Yap’s record.
Under the CSC’s rules and regulations, however, the MCIAA can seek an exemption to the CES eligibility requirement for the post of airport manager considering the nature of the job, which is confidential and highly technical.
Has the MCIAA board done so? Osmeña said they are in the process of doing it. Better late than never.

The Suroy-Suroy Cebu project of Gov. Gwen Garcia that former senator John Osmeña labeled as “inigat-igat” has grown and has become popular not only to balikbayans but also to locals. My golf mate, Fil-Am Sam Bumatay, a retired Nasa engineer, was so ecstatic with Suroy-Suroy’s first leg that he joined the second leg in Cebu’s northern towns.
Bumatay liked the Suroy-Suroy so much he abandoned his golf during weekends to join the activity. He commended the governor for her effort to showcase the beauty and splendor of Cebu to domestic and foreign tourists.
In my random survey on how Garcia fared in managing the Provincial Government, majority raised their thumbs up. Thus, if elections push through next year, can Osmeña, if he does run for governor, beat Garcia, whose popularity rating is soaring?
