Soc disputes gripe of Leyson’s staff
It’s not the policy of the current administration of the Talisay City Government to give its constituents a hard time in securing permits at City Hall.
Mayor Socrates Fernandez said this in response to the claim of Cebu City Councilor Gabriel “Gabby” Leyson that his office worker, who applied for a building permit last week, was given the runaround at Talisay City Hall.
Leyson, who has openly declared his bid for Talisay City’s mayoral post in the 2007 elections, has already constructed a house in Barangay Lagtang, apparently to meet the residency requirement in the Omnibus Election Code.
The woman, whom Leyson tasked to oversee his “small” house in Lagtang, was allegedly referred from one department to another and finally to Lagtang Barangay Captain Celiapo “Semy” Cabuenas.
Equal treatment
“No, all are treated equally here as long as the applicants have complied with all the requirements,” said Fernandez yesterday.
Proof of this, he said, was his recent memorandum that directed all City department and office heads to attend promptly to requests for documents or assistance and to listen to complaints from the public.
Fernandez stated in his memo that each request must be acted upon in 10 working days.
The mayor assured, though, that once Leyson’s request for a building permit reaches his office, he would immediately sign it. “Usually, the requests for building permit are granted as long as the requirements are met. This has nothing to do with politics,” he added.
For his part, Office of the Building Official Chief Ariel Araw-Araw denied that Leyson’s office worker was given the runaround, saying that the latter was given instead a list for her to comply with the requirements.
List
The list requires her to get a barangay clearance from Lagtang, a fire clearance from the City Fire Department and a locational clearance from the City Planning and Development Office.
Leyson’s request for a building permit followed a month after he formally applied for a transfer of residence before the Commission on Elections in Talisay City.
Fernandez, a political ally of Rep. Eduardo Gullas (Cebu, first district), has been getting support from majority of the barangay captains in Talisay City.
But Leyson, a reelected Cebu City legislator, remains unperturbed, as the opposition group and former Talisay Mayor Dehlia Tiu are reportedly supportive of his mayoral bid.
A Fernandez-Leyson rivalry could further emphasize tensions between the cities of Talisay and Cebu, which began when Talisay claimed some 54 hectares of Cebu’s South Reclamation Project. (GC)
