Capitol discovers prime lot, compels Tesda to move out
The Cebu Provincial Government scored again in its move to recover prime lots, as the Technical Education Skills Authority (Tesda) agreed to vacate a 1.9-hectare area beside Waterfront Cebu City Hotel in Lahug.
It was an accident that the Capitol learned of its commercial property there, Gov. Gwendolyn Garcia told Sun.Star Cebu. She said the Waterfront Hotel wanted to make an expansion that will affect Tesda, and Tesda informed the hotel management that the lot was donated by the Capitol, so they would have to ask for permission from the Province.
But during the meeting where the Waterfront presented its proposal, Garcia learned of the defects in the donation from the documents that Tesda officials brought with them.
It turned out that the lot was donated to the then National Manpower and Youth Council (NMYC). The deed of donation did not speak of Tesda, and was specific that the property automatically reverts to the Province in the event that NMYC is abolished, with no mention of NMYC’s successors in interest.
Also, the donation does not contain an approval from the President, a requirement of the Administrative Code, said Garcia.
Tesda Secretary Augusto “Boboy” Syjuco did not argue when Garcia pointed this out to him in a subsequent meeting.
Syjuco agreed that Tesda should move out, but requested the Capitol to help with the relocation.
The Province assured Tesda that it will provide the agency with the Integrated Provincial Health Office (IPHO) in Lahug as a temporary relocation site, while it explores other sites.
The agency also has equipment that need to be transferred, aside from the office space they would need.
“I just reminded (local Tesda officials) of what Syjuco said, that Tesda does not intend to enrich itself in the process but just continue with what it is mandated to do,” said the governor.
She has tasked the Provincial Planning and Development Office and the Provincial Engineering Office to identify what specific activities of Tesda would be given priority in the new relocation site, and if the Ipho space will suffice.
Prime lot
This leaves the Capitol with another prime property to make money from, as the governor disclosed that she is going to bid this out to interested developers.
Garcia is doubling her efforts to recover the Province’s properties, especially the commercial ones. She has declared she will no longer make any donations nor sell these.
Earlier, the Province succeeded in taking over the 3,000-square-meter property at the back of the South Bus Terminal from illegal settlers. She also convinced the Larsian vendors to move out of the Province-owned lot they are occupying.
The Philippine Nurses’ Association is also moving out of the Capitol property near Fuente Osmeña.
Aside from that, the Central Command has agreed to return to the Capitol several hectares of lots that were donated but are not being used by the military. (JPM)
