Parohinog fails to impress vice guv
“I think she should reconsider herself.”
That was Vice Gov. Gregorio Sanchez’s statement when asked what he thinks of Cebu port customs collector aspirant Purita Parohinog, who insisted before the Provincial Board (PB) yesterday that she is qualified to replace Ma. Lourdes Mangaoang.
Short of saying that she lied, Sanchez pointed out that everyone heard Parohinog’s claim that she was customs collector 3 with salary grade 23.
Upon intense interrogation by Sanchez, she later confirmed that her position, which is “supervising customs operations officer,” is only equivalent to salary grade 22, or customs collector 2.
Sanchez had with him documents from the Civil Service Commission (CSC). Parohinog said she had a CSC ruling that says her position is “between 22 and 23.” If only she knew that the matter would be raised, she would have brought the document, said Parohinog.
“You heard that, how do you analyze?” Sanchez told reporters after the session. “She can bring several bundles of documents to prove that she is qualified, it does not matter.”
Parohinog is acting chief of the entry processing unit in Iloilo, which is not even a division, cited Sanchez.
The vice governor said it will not be fair to the many customs people with higher positions, including Cebuanos, that Parohinog will “bypass” if she gets the appointment.
Parohinog, for her part, pointed out that many other customs officers like her were appointed to the posts without the needed requirements like third-level eligibility, including Mangaoang.
“If she enjoyed it, why can’t I?” Parohinog told the Provincial Board, saying yes to a question on whether she has “all the qualifications and none of the disqualifications.”
When Sanchez asked her whether she has pending cases, she replied: “There is none and I don’t intend to have a future one.”
Clearances
She said she is banking on her educational background and competence having served 30 years “without a case charged.” She brought with her what she said were clearances from the Office of the Ombudsman, the Sandiganbayan and Civil Service Commission.
Parohinog said she has a “five-point action plan” for Cebu, but will not reveal it because she is not yet in the post. But she told the Board she can increase by 10 percent, “a modest projection,” the earnings of the Port of Cebu.
“Cebu will be a very busy city. Shipment will come and employment will be generated... I wish I will be given a chance,” she said when asked what she intends to do.
She said she will resign from the post if she fails to exceed targets three months into the job.
Sanchez also asked her whether she is in a floating status. To this, she replied “I’m not and I never have been. Floating means you have committed a crime and you have a pending case, but that is not my case.”
The board, however, chose not to tackle yesterday their confusion on whether they endorsed Parohinog.
When Sanchez asked about their action about the endorsement, Floor Leader Raul Bacaltos said they will just discuss it next week. (JPM)
