Speak out: Determined JDV By Nestor L. Fernandez Fernandez Fernandez Law Offices
Your news item in today’s issue (June 18th) under the title JDV’S Campaign only serves to emphasize the do-or-die determination of House Speaker De Venecia to bring about the abolition of the Senate, through constitutional change.
The lower house of Congress has always been easier to manipulate by a scheming president, like the one we have now, than the Senate. In order to secure his reelection or the election of his wife or son to the position he holds, a congressman will not hesitate to go along with the wishes of the incumbent President without regard to the welfare of his constituents. This has been the regular irregularities in our political experiences for many years now.
Our experiences last year in the attempt to impeach the present occupant of Malacañang strongly demonstrated how easily money, perks, offer of juicy positions, and threats and several other evil considerations can manipulate members of the Lower House. On the other hand, the members of the Senate cannot be manipulated with the same ease because its constituency in the entire country.
It was the Senate which drove the final nail on the coffin of the infamous Parity Agreement years back notwithstanding the efforts of the Lower House and the incumbent President then to prevent it. In the same fashion, it was the Senate that threw out the despicable US Bases Agreement, when former Joseph Estrada was still senator. In all matters that concern the best interest of the country, the Senate can be relied on.
The abolition of the Senate only means that the country is off to indefinite nightmares. It is the best way to destroy the country fast, politically, economically and morally. With the Executive Department spending the resources of the government as its own, including the conversion of the AFP and PNP as well as the Justice Department as its attack dogs, a unicameral legislature is just a step away from another dictatorship.
Let us tally to preserve our Constitution. It has been drafted by the best legal minds in the country at the time and ratified by the ovewhelming votes of the electorates.
