Ruiz, Sanchez prefer politicos won’t meddle

Filling up career positions in government must not be tainted with politics that could hamper revenue collections and trade, said Rep. Nerissa Soon-Ruiz.

What Purita Parohinog, who hails from Bohol Province, should do, said Ruiz, is to submit her application for district collector of the Port of Cebu to Department of Finance (DOF) Secretary Margarito Teves and Bureau of Customs (BOC) Commissioner Napoleon Morales, who will decide on the matter.

Ruiz is sure Teves and Morales will refer her application letter to the BOC Personnel Selection Board, which will evaluate her records to determine whether she is qualified.

“Any promotion to career positions in government must be done through merit and not through endorsement of any politician,” Ruiz said.

She admitted she supports Port of Cebu District Collector Ma. Lourdes Mangaoang. She explained that businessmen within her constituency, such as those from the Mactan Economic Zone, are happy with Mangaoang’s trade facilitation policy.

Ruiz said Mangaoang is also qualified being a lawyer and a Career Executive Service eligible.

Vice Gov. Gregorio Sanchez Jr., who called up Sun.Star Cebu, agreed with Ruiz.

He said the Cebu Provincial Board (PB) was placed in an awkward situation when it entertained Parohinog’s request for endorsement.

He considered it a “lose-lose” situation, saying the board will get criticism for whatever action it will take on Parohinog’s request because this will be seen as an intervention of what’s supposed to be the job of the appointing authority.

“If the one we are endorsing gets the position, it will be perceived that the members of the board are receiving something. If she does not get the position, it will be perceived that the board has no power at all. Either way, it brings negative effect to the board,” Sanchez explained.

PB Member Antonio Almirante, the main author of the resolution, as well as PB Member Juan Bolo both said they will discuss the matter with the vice governor on Monday.

Almirante said the resolution is just a mere endorsement like what he does almost every day when he was still a town mayor.

But Almirante maintained his stand that Parohinog has high integrity considering that she has been in the service for 30 years and she has not faced a single case.

“Maybe she lacks a little in the qualification side,” Almirante said.

Bolo, for his part, said Sanchez is entitled to his own opinion but he believes that issuing recommendation is the same as resolutions they pass expressing condolences.

He said this in reaction to Sanchez statement that it is not the function of the PB to give endorsements.

Mangaoang, for her part, assailed Parohinog for lying before the PB during last Mondday’s session when she said that she is a collector 5 when she is not, and that she was assigned as district collector of Iloilo when she was not.

She suggested for board members to focus their attention on local legislation. (EOB/MBG)
