Anti-NPA force created

Cebu Gov. Gwendolyn Garcia announced yesterday the creation of the Provincial Anti-Insurgency Task Force, following the announcement of President Arroyo that the government will get rid of communist rebels in two years.

She will be the task force’s chairperson, with Cebu Provincial Police Director Vicente Loot, Regional Mobile Group (RMG) Director Jesus Gacquing and 78th IB Battalion Commander Jess Alvarez as co-chairpersons.

She also instructed the police and the military to come up with a proposal on the possible creation of a Cebu Provincial Cafgu (Citizens Armed Forces Geographical Unit).

Garcia yesterday met with the PNP, military and intelligence unit to discuss the rewards system that Garcia wants to implement in the Province.

The rewards system is for civilians who will give information to the military and the police about the insurgency problem.

But since all the top officials of the agencies in charge of the peace and order were gathered yesterday, Garcia decided to discuss with them the creation of the task force.

Provincial Attorney Marino Martinquilla will prepare the executive order and the task force will hold its first meeting on Wednesday.

Members of the task force will be the Military Intelligence Group, Regional Intelligence and Investigation Division (RIID), Regional Intelligence Office (RIO), Criminal Investigation and Detection Group (CIDG) 7 and Provincial Board chairman on peace and order committee Jose Mari Gastardo.

The task force will have four divisions—rewards, legal, socio-economic and livelihood project and public relations.

As part of the Province’s support in the fight against insurgency, Capitol will also form its own Cafgu unit to augment the police and the military.

The unit will have two companies, or 176 men, to be trained by the military.

Capitol will provide the logistics and allowances for the volunteers, who will be chosen through the different local government units. (MBG)
