Traffic enforcer lands in jail for mauling teenager

AN enforcer for the Traffic Efficiency Development and Management (Tedman) of Mandaue City was sent to jail yesterday dawn after allegedly mauling a 17-year-old boy.

Without provocation, Randy Apolinar, 29, reportedly punched Ruben Preselles in different parts of the body during a benefit dance in Barangay Labogon around 1 a.m. yesterday.

The incident happened less than 10 meters from the entrance of the benefit dance so many people saw what happened.

Barangay tanods patrolling the dance quickly arrested Apolinar and brought him to the Basak police station, where he is now detained.

The benefit dance was stopped because of what happened.

Labogon Barangay Captain Damaso Tumulak was at the dance to help barangay tanods provide security.

He decided to help the tanods provide security at the dance after a person was stabbed dead in a benefit dance in the barangay last month.

Tumulak said he had seen Apolinar and Preselles prior to the incident.

He even thought they were friends because Apolinar had his arm around Preselles while walking.

The next thing he heard was somebody was being punched.

Due to the incident, Tumulak is imposing a moratorium on benefit dances in the barangay, although he is aware that the decision may not be welcome to some.

Tumulak said many drug addicts and other people believed to be members of warring fraternities converge at the dances and cause trouble.

The barangay captain said that benefit dances now are different from those before.

He said that illegal drugs are proliferating and only a few barangay tanods could provide security because they also respond to other alarms in the barangay. (AAG)
