Council questions release of supplies

The Cebu City Council yesterday told department heads to explain why they allowed their supply and property officers to have in their custody more than P5 million worth of supplies without submitting an inventory and utilization report of the previous supplies used.

The move came after Councilor Jocelyn Pesquera, head of the committee on budget and finance, reported to the council the list of employees who, as of last Dec. 31, still have to submit their justification on how the office supplies, medicines, medical and laboratory equipment, gasoline, oil and lubricants they earlier requested were used.

The council resolved that the department heads concerned be asked to submit their explanation not later than July 13.

Pesquera reviewed the pre-closing, post-closing trial balances, balance sheets, statements of income and expenses, statement of appropriations, allotments and obligations of the City Government for fiscal year 2005, as recorded by the City Accounting Office.

According to the report, Felicito Josol of the street lighting division still has to submit an inventory report on P34.7 million worth of supplies. The list includes engineer Rene Plarisan, head of the City Transport Commission, who needs to explain the use of P27 million worth of spare parts.

Faustino Tibon, head of the asphalting division at the Department of Engineering and Public Works (DEPW), still has to account for P16.65 million worth of construction materials.

Pesquera also reported that Darwin Maningo, supply and property officer of the Cebu City Medical Center, has yet to submit an inventory of drugs, medicines and medical and laboratory equipment worth P23.6 million that dates back to 2000.

Sun.Star Cebu tried but failed to reach Josol and Plarisan for comment.

Maningo, in an interview, said he has gradually submitted his inventory reports for the previous years to the City Accounting Office last year and early this year.

He believes the accounting office has not taken up his reports yet as the accountants are still updating their itemized list according to the electronic National Government Accounting System or the eNGAS.

But he said that all his utilization reports for his accountabilities this year were updated and submitted to the accounting office on time.
