Capitol cancels gen sets bidding
LAST Monday’s scheduled bidding for the electro-mechanical works for the Cebu International Convention Center (CICC) was cancelled.
Cebu Gov. Gwendolyn Garcia explained she decided on this because only “middlemen” joined and pre-qualified for the supply, delivery and installation of elevators, escalators, airconditioning system and generator sets for the facility.
“We’ll just keep worrying about the delivery (if we deal with middlemen) because we still have to import this,” she told Sun.Star Cebu.
Because of that, she called to a meeting Monday night the different manufacturers and direct suppliers of the needed materials.
She said the list to be included in the “limited source bidding” includes well-established companies like Mitsubishi, Hitachi, Monarch and others. A limited source bidding is allowed by Republic Act 9184, the new law on government procurement.
In the meeting, all of them agreed to submit their proposals by noon today. The proposals would be based on the technical specifications that were given to them.
The consolidated bids and awards committee for infrastructure and general services is expected to do an evaluation immediately and come up with a recommendation tomorrow.
The awarding of contracts to winning bidders will be done immediately so the Capitol can open a letter of credit, which is an assurance from the bank to the manufacturers that the Capitol can pay.
The Provincial Board already passed a resolution during last Monday’s regular session authorizing Garcia to open a letter of credit.
Garcia also revealed that she made initial talks with Finance Secretary Margarito Teves for possible exemptions on customs duties for the imported needs of the CICC, considering that it is a government project.
If she succeeds in getting the exemptions, the prices that suppliers will quote will have to be lower because this will be minus the customs duties, although they would have to pay for insurance.
“I emphasized to them that they must reduce the cost to the lowest terms. They should take pride in the fact that they can advertise internationally by being in the CICC,” Garcia said.
The Capitol is rushing the work on the CICC, so it can be finished in time for this December’s summit of the Association of Southeast Asian Nations (Asean).
In the last meeting of the Asean Cebu Organizing Committee, Ambassador Marciano Paynor disclosed that the facility is 45 percent complete.
Paynor said it is understandable if the public doubts the progress reports. “You don’t see much in the site, but the materials will be assembled onsite. I am very confident this will be completed on time despite questions.” (JPM)
