Building still 'strong' despite crack on walls

TALISAY officials yesterday assured that the multi-million-peso Talisay City Hall remains structurally sound, as the cracks on its walls are merely superficial.

City Assistant Engineer Gamaliel Vicente Jr. supported the views of his immediate superior, City Engineer Audie Bacasmas, that the cracks do not indicate any structural defect.

Old, new

Bacasmas told Sun.Star Cebu earlier that the uneven patching on the walls and the linking of the old and new concrete could have caused the "hairline" cracks.

These cracks, he added, can be cured through patching.

"It's just normal because the City Hall is now more than three years old.

Also, its exposure to the elements, such as the weather and sunlight, affect the building's surface walls, Vicente said.

The P120-million City Hall, a pet project of former Talisay City mayor and now Rep. Eduardo "Eddiegul" Gullas (Cebu, 1st district), was completed in April 2003.

WT Construction contracted the building construction, with A.S. Enriquez Engineering Consultancy serving as the project consultant.

For her part, City Legal Officer Aurora Econg supported Vicente's statement that the cracks were just normal because a structural expert inspected the whole building late last year.

She said engineer Wallace Lestaño issued a certification affirming City Hall's sound structural foundation.

Proof

"The certification is a proof of its stability," she said. Econg also pointed out that the building had survived two separate temblors that rocked Cebu a few years ago.

The City Hall can use its existing funds earmarked for building maintenance to rehabilitate the wall cracks and plumbing defects in its toilets.

As an expression of concern, the City Council agreed last Thursday to let Bacasmas appear before the body and explain the wall cracks during the next session. (GC)
