DILG clears Faelnar in complaint for meddling in bry.

THE Department of Interior and Local Government (DILG) regional office cleared Guadalupe Barangay Captain Eugenio Faelnar of the complaint that he meddled in barangay affairs during his suspension.

Lawyer Danilo Almendras, chief for operations and legal officer of DILG 7, said there is no truth to allegations that Faelnar received letters and other documents addressed to the barangay captain even while he was serving his suspension.

Not true

Reports that Faelnar once directed the barangay council session proceedings are also untrue, Almendras said.

According to the report of DILG Cebu City Director Patricio Gabuya, it was Barangay Secretary Consuelo Go who chose to give the letters and other documents to Faelnar, instead of endorsing them to then acting Barangay Captain Ruben Baculi.

The Sandinganbayan ordered Faelnar suspended last March 9 but his suspension was lifted two weeks ago. Being the barangay's first councilor, Baculi was designated acting barangay captain.

Complaint

Last June, Baculi sent DILG a letter asking the agency to enforce the suspension of Faelnar, alleging that the latter meddled in barangay affairs and in the barangay council sessions.

But Almendras said Faelnar could not have disrupted or directed the barangay council session proceedings during his suspension since he came to the barangay hall only when the council summoned him to explain some items in the agenda that were approved before his suspension.

"The case is closed. They shook hands and we're done," Almendras said.

As for the counter accusation that Baculi sold an unserviceable garbage truck at P32,000 without a bidding, it is up to the barangay council to assert its authority to get the proceeds of the sale, Almendras said. (AIV)
