Protest on rep’s resort project to be taken up
THE Department of Environment and Natural Resources (DENR) will hold a technical conference with officials of Barangay Tapilon, Daanbantayan town and Malabon Rep. Federico Sandoval this week to resolve their protest against the latter’s four-hectare resort project.
DENR 7 Director Alan Aranguez said that while work on the proposed resort is suspended for being illegal, they will determine whether there is basis for residents to complain.
Residents in Barangay Tapilon have been fearing of flooding as the river has been silted since its route was diverted, passing beside a public cemetery.
Aranguez said they will decide during the meeting whether it is necessary to restore the original route of the river and destroy the riprap constructed on both sides of the riverbank.
Developments
Sandoval and his father Vicente, former Palawan representative, insisted that developments, such as diverting the route of the river, riprapping and installing two artificial lagoons, were undertaken to enhance the beauty of their resort and that they thought of the public’s safety and of the environment when they began the project.
Vicente had also argued during a dialogue with officials of the Community Environment and Natural Resources Office (Cenro) in Daanbantayan last June 11 that Tapilon officials and residents should not be the one complaining because his property is in Barangay Maya, not in Tapilon. The two barangays are adjacent to each other.
Compliance
But his argument was not enough to stop Cenro Chairman Richard Abella from issuing an order for the Sandovals to suspend the development because it lacks an environmental compliance certificate and lease contract with the forestry office.
Abella had said that while the boundary between Maya and Tapilon is yet to be determined, it is necessary for the Sandovals to secure the required documents to legalize their project work.
The Sandovals begun instituting development in their property in 1983, but when they diverted the route of the river this year to enhance the beauty of their resort, local residents of Tapilon resented, fearing that water might overflow from the river and damage their cemetery. (AIV)
